Used to inspect the oil meter

It is a big standard graduate used by the Bureau of Standards, Metrology and Inspection, M. O. E. A. for inspecting the fuel dispensers (oil meter). The inspection and calibration of the oil meter is to fill the fuel into the standard graduate, close the flow control valve when the required reading displayed on the meter is reached, wait till the fuel gun has dripped for five seconds, and then compare the reading with the actual volume of fuel contained in the graduate.
